About the Firm

 Philip Adkins provides legal counsel, training, and support services to North Carolina Public Charter Schools statewide. Mr. Adkins is a Founding Board Member of Kestrel Heights School which opened its doors in Durham, North Carolina in 1998. Mr. Adkins served as Board Chairman from 2000 -2013 sheparding the school from a Middle School serving 200 students to a K-12 school serving over 1000 students.

In addition to his practical experience as a charter school board chairman. Mr. Adkins has represented public charter schools before the North Carolina Charter School Advisory Board, the North Carolina State Board of Education, the North Carolina Office of Administrative Hearings and the US Equal Employment Opportunity Commission. Since 1997, Mr. Adkins has helped start charter schools, served as general counsel to charter schools and defended them in disciplinary and termination proceedings before the North Carolina State Board of Education.

Mr. Adkins has been involved in the advancement of Charter Schools in North Carolina. He was a Founding Member of the Association of North Carolina Charter Schools, the League of Charter Schools and is a current member of the North Carolina Association of Charter Schools.

After many years practicing in other areas of law, Mr. Adkins has limited his practice to providing legal services to North Carolina Public Charter Schools because of his passion for education and practicing as a Certified Superior Court Mediator and a certified mediator for the North Carolina Industrial Commission.
